Start session verification

Start or rerun the Verification agent on the current head of the session's pull request. A new run supersedes any older run for that pull request. Runs even when the session owner has turned off automatic Verification agent runs, as long as the repository configures verification at `.inspect/verification/config.yml`. The session owner or the API key user who originally created the session can start a run; read-only API keys cannot start runs in writable sessions. Returns 202 when a run started or was already running, 400 when the session has pull requests in multiple repositories and no repository was given, and 409 with a `reason` when no run started.
